International delegate program for literature festivals
Organizers of literary events in Norway, can apply for grants for literary experts visiting from abroad.
Purpose:
The purpose is to create international opportunities for Norwegian literature and Norwegian authors through presentations, made in Norway, to international representatives from the literary and cultural fields.
Who can apply:
Norwegian literature festivals and other central literary events can apply. The delegates invited to Norway will include foreign publishing editors, literature festival organizers, agents, literary journalists, booksellers and other industry professionals with direct literary connections. The grant scheme does not include authors, as in, the writers themselves.
Criteria for applicants:
• The festival must be important to its genre in Norway
• The festival must have a program that presents a relevant selection of Norwegian authors and other relevant figures within the Norwegian literary field
• The festival must have a specific international delegate program for invited international participants
• The Norwegian organizer shall facilitate opportunities for the international delegates to also meet other Norwegian players in the literature industry during their stay.
• An outline of the program must accompany the application
What does the grant cover?
Grants can be used to cover delegates’ travel and accommodation expenses. This normally includes airfare (economy class) and other travel costs (such as local trains/buses). Applicants may be eligible to have travel and accommodation expenses covered for up to 4-5 delegates.

Applications must be submitted at least one month before the event is due to take place.
How to apply:
Submit your application via our new application portal. Login required. The application is in Norwegian.
It is no longer possible to apply via e-mail. As of January 30, NORLA will be using a new application platform: Norwegian Arts Abroad Application Portal for submitting and managing applications, payment requests and reports. The platform has been developed in e-Apply by Solea for the entire Norwegian Arts Abroad network*, of which NORLA is a part.
The application must contain the following:
- Project description according to NORLA’s template
- List of delegates
- Draft budget and program outline for the delegates.
Annual budget:
200,000 Norwegian kroner (NOK).
The grant scheme is financed by the Norwegian Ministry of Foreign Affairs.
Processing of applications:
Grants are paid in full to the applicant (organizer) after an invoice has been received.
If the amount has been transferred and the project however does not take place, the recipient of the grant is obliged to immediately notify NORLA and return the amount received in full. If the awarded grant has been only partly used, the surplus amount must be returned. The recipient of the grant must disclose this in their report.
The grant recipient (not NORLA) is responsible for ordering tickets for participants, and NORLA does not require receipts.
Information about the event must state that it has received a grant from NORLA and display the NORLA logo (download logo here).
The decision about the grant is made by NORLA’s expert committee, whose members are Andrine Pollen, Oliver Møystad and Tanja Feodoritova. When necessary, the expert committee can obtain external expertise.
Reporting:
The applicant is obliged to submit a report following the activity, which must be no later than two months after the activity ends. A report template can be filled out in our new application portal.
The report must evaluate the project’s implementation and highlight:
• how the grant strengthens international demand for and the export of Norwegian literature
• how the grant strengthens industry knowledge, market competence and international networks for Norwegian professionals in the book trade
• the attention given to Norwegian literature in international media
The report should cover aspects such as the project’s implementation, results and goals achieved.
Applications can be rejected if reports from previously granted subsidies have not been received within the deadline.
